Mixed Use, Town Center – Village of Sleepy Hollow, NY

Roseland Properties entered into a partnership with GM to redevelop their 97-acre brownfield, waterfront property into an $800 million mixed-use project with housing, a hotel, office and retail.  As the approving governmental body, the Village of Sleepy Hollow hired RESGroup to review the fiscal impact portion of the applicant’s draft and final Environmental Impact Statement in compliance with the New York State Environmental Quality Review (“SEQR”) for the proposed Lighthouse Landing project.  Separately, RESGroup analyzed the financial feasibility of various alternative redevelopment options.  Over a period of three years, RESGroup’s analysis of the project provided the Village with an understanding of impacts various potential development scenarios would have on its budget and on the developer.
